In a statement, His Majesty the Inspector of Police and Fire & Rescue Services (HMICFRS) said the move was to help support the Meteorological Police in making “improvements”. “We can confirm that we are now monitoring the Metropolitan Police Service through the Engage process, which provides additional control and support to help it make improvements,” they added. The HMICFRS described the two stages of its monitoring process, beginning with the “scan” phase – which “uses data and information from a range of sources to highlight poor or deteriorating performance and identify potential areas of concern”. They add that if a force “does not respond to a cause for concern” or if it “fails to manage, mitigate or eliminate the cause of concern”, then it will most likely be transferred to the “Activation” phase. Here the forces will develop an “improvement plan” to address the concerns. Referring to the “special measures” in which the Meeting has been set, Interior Minister Priti Patel said that “it is clear that the Metropolitan Police Service is lagging behind”.

The Independent Police Behavior Office (IOPC) is investigating a number of incidents involving Met police officers investigating children – including menstruating girls such as Child Q. Concerns were also raised about “institutional corruption” in the unsolved murder of Daniel Morgan. It was also said that the mistakes “probably” contributed to the death of three of the four victims of Stephen Port. The IOPC has announced that it will reopen an investigation into the handling of the case by the Metropolitan Police.
