With some fellow Democrats urging him to be tougher on abortion, Mr. Biden approved a waiver from the rules for adopting legislation codifying Roe v. Wade as he wrapped up his trip. And on his first day back, he met virtually with Democratic governors, some of whom continued to press Mr. Biden to make more use of federal resources to protect abortion access.
