A Parole Board spokesman said in a statement: “Following a review application by the Secretary of State, a judge found that the decision made by the independent members of the Parole Board to release was not unreasonable, as stated in the review application and the original decision is ratified”. Her boyfriend, Steven Barker, and his brother, Jason Owen, were also jailed after being convicted in connection with Peter’s death.
