This afternoon, the Department of Defense (DoD) announced an additional $820 million in security assistance for Ukraine. This includes authorization of a Presidential Withdrawal of up to $50 million in security assistance, as well as $770 million in Ukraine Security Initiative (USAI) funds. The PDA authorization is the fourteenth withdrawal of equipment from the Defense Department’s stockpile for Ukraine that the Biden administration has authorized since August 2021. The capabilities of this package include:
Additional Munitions for High Mobility Artillery Missile Systems (HIMARS).
Under USAI, the Department of Defense will provide Ukraine with critical capabilities to defend against Russian aggression. This package includes:
Two National Advanced Surface-to-Air Missile Systems (NASAMS). Up to 150,000 rounds of 155mm artillery ammunition. and Four additional anti-aircraft radars.
Unlike the Presidential Drawdown, USAI is an authority under which the United States procures capabilities from industry rather than delivering equipment drawn from Defense Department inventories. This announcement represents the beginning of a procurement process to provide additional capabilities to the Armed Forces of Ukraine.
The United States has now committed about $7.6 billion in security aid to Ukraine since the beginning of the Biden administration, including about $6.9 billion since Russia’s unprovoked invasion began on February 24. Since 2014, the United States has provided more than $8.8 billion in security assistance to Ukraine. The United States continues to work with its Allies and partners to provide Ukraine with capabilities to meet its evolving battlefield requirements. In particular, the Department of Defense acknowledges Norway’s cooperation in enabling the historic provision by the United States of modern air defense systems to help Ukraine defend itself against Russia’s brutal airstrikes.
